The Twinning project brings together expertise from EU Member States and beneficiary countries with the aim of achieving concrete mandatory operational results through peer to peer activities.

The Twinning is used as a means of bringing countries closer to EU norms and standards, within the framework of cooperation agreements signed with the EU. The sharing of EU best practice constitutes a key aspect of the Twinning activities.

TWINNING PROJECT ON STANDARDISATION

The National Standardisation Body (NSB) has partnered with the four-partite consortium to implement the 24 months Twinning project. The overall objective of the Twinning project is to strengthen the standardisation system of Ukraine, with a focus on improving Ukraine’s business climate, competitiveness, innovation and integration into the European Union’s internal market by improving its national quality infrastructure according to EU standards, and to modernise the IT systems appropriate for the new workflows.

The purposes of the Twinning project:

  • To establish a system of standardisation compatible with EU standardisation system, thus supporting the implementation of Association Agreement / Deep and Comprehensive Free Trade Area (AA/DCFTA) provisions in the area of technical barriers to trade (TBTs).
  • To assist Ukraine in achieving trade and economic objectives as established in the AA/DCFTA.

THE WORKING METHODS

In a comprehensive approach, the Twinning project will support Ukrainian authorities in the implementation of Chapter 3, Title IV of the AA/DCFTA. The strategy is to enable the Ukrainian National Standardisation Body
to be fully functional, using procedures comparable to those of EU Member States and to ensure an effective functioning of the Ukrainian standardisation system. The consortium will apply the following methodology:

  • Demand-driven approach focused on the actual needs of Ukraine;
  • Cooperation structures ensuring a sustainable capacity development;
  • Involvement of relevant stakeholders including the private sector;
  • Sound management in decision making and working level.

TOPICS AND EXPECTED RESULTS

The Twinning project is organised in six separate components. Expected results of the Twinning project have been specified for each component.

COMPONENT 1:
LEGISLATIVE HARMONISATION WITH EU ACQUIS

The activities in component 1- The Identification of legal obstacles to modern standardisation activities and development of proposals for intervention; verification on the alignment of EU – Ukraine legisla-tion for the purpose of signing an ACAA. The activities will ensure the following results:

  • Analysis of the Standardisation Law,
  • Identification of gaps and contradictions
  • Development of proposals to close gaps
  • Advise the Government of Ukraine on necessary amendments to bring the relevant legislation fully in line with that of the EU.

COMPONENT 2:
FUNCTIONAL ORGANISATION OF STANDARDISATION BODIES

The activities in Component 2 will improve the alignment of structure and internal working procedures of UkrNDNC/ UAS with the NSBs of EU Member States; elaboration of a development strategy. The Twinning
Project is expected to undertake the following activities:

  • Financial analysis – identification of key costs;
  • Identification of activities and assets to be dropped due to conflicts with core activities or excessive Financial burden;
  • Identification of new services to develop;
  • Analysis of the organisation structure of NSB and harmonisation with EU models;

COMPONENT 3:
TECHNICAL COMMITTEES WORKING MODALITIES

The activities in Component 3 will improve monitoring procedures and working modalities of national technical committees, in line with the practice of CEN and CENELEC. “Dormant” Technical Committees. The following results are expected from the component:

  • Identification of inactive technical committees and developing proposals on reactivation or disbandment;
  • Development of monitoring and coordinating procedures along EU Member States models;
  • Introducing the Technical Committees to the rationale and content of new procedures;
  • Developing a digital platform facilitating collaboration between the NSB and the Technical Committees, managing standards development and distribution.

COMPONENT 4:
RATIONALISATION OF STANDARDISATION PROCESSES

The activities in Component 4 will simplify, automate and harmonise national standardisation processes with EU practices. The activities will ensure the following results:

  • Design of new work-flows and development of by-laws to introduce them;
  • Development of internal guidelines;
  • Training of staff on new work- flows;
  • Inventory of NSB’s existing IT platform;
  • Development of technical specifications for a document management system.

COMPONENT 5:
SETTING-UP OF THE AUTOMATIC STANDARDS TRANSLATION SYSTEM

The activities in Component 5 will put in operation the automatic standard translation system. The following results are expected from the component:

  • Commissioning the TRADOS translation system;
  • Training of appropriate staff in its use, including on-the-job training.

COMPONENT 6:
DEVELOPMENT OF AN OUTREACH STRATEGY

The component will yield the following results:

  • Development of a Communication Strategy and Action plan;
  • Training of NSB’s communication personnel;
  • Assistance in the initial implementation of the Action Plan – communications via mass media, Socialnetworks and other channels; meetings with business associations;
  • Engaging industries active in standardisation activities.
